Northern pike and hybrid sunfish were taken in number per set higher than the statewide median. The bluegill catch rate was not significantly different from the median. Bowfin, white sucker, carp, brown bullhead, yellow bullhead, yellow perch, walleye, green sunfish, pumpkinseed, rock bass and black crappie were all caught in numbers lower than the statewide median in that gear.Northern pike were caught in numbers well above the local median and virtually identical to the 1975 catch rate. This catch rate is somewhat higher than found in 1969 and twenty times that found in 1954. Scales indicated the presence of all age classes from I to VI annuli. The 1975, 1976 and 1977 age classes (IV, III, and II annulus fish respectively) were the most dominant and nearly co-equal in strength. All three of these age groups exhibited average growth.Walleye catch rates, although lower than statewide numbers, exceeded the local median. The catch rate was slightly twice as that observed in 1975. Walleyes were aged as II, III, IV and VI annulus fish. The most abundant age (IV) corresponds to the 1975 fingerling stocking. These fish showed average growth. The II annulus fish correspond to the 1977 stocking.Largemouth bass were aged from I to VI annulus fish. IV annulus fish followed by I annulus fish were most abundant and both showed average growth. Young of the year were found during shoreline seining. Smallmouth bass were aged as 0 (young of the year), I and V annulus fish.Yellow perch numbers are considerably lower than the local median. IV annulus fish were most common (6/8) and showed slow growth. Perch numbers are dramatically reduced from 1969 (16.67/lift). Predation by both the substantial northern pike population and the walleyes stocked are the probable cause.Bluegill numbers are markedly lower than the local median and either the 1969 and 1975 catch figures. Length frequency data indicates the presence of several year classes. Few young of the year sunfish of any species were found during shoreline seining. More than 20% of the bluegill measured were over 6.0 inches. Black crappie numbers are also quite low. Again the length frequencies indicate the presence of several age groups. Over 40% of the fish measured were over 8.0 inches. Although the catch rate for black crappie is quite low, this has not been unusual in White Bear Lake. During none of the previous surveys or test nettings have black crappie catch rates even been close to the statewide median.None of the three bullhead species appears to be present in excessive numbers. Length frequency distributions indicate a substantial number of fish of each species over 8.0 inches long. Carp numbers are not high either, although higer than found in 1975. Most fish tend to be large (over 20 inches) as was also generally true of the fish found in 1975.

Walleye stocking rates were changed to 2.0 pounds/littoral-acre annually (2,628.0 lbs) in 2006. Muskellunge stocking has consisted of stocking yearlings and adults at a rate of up to 1 fish/littoral acre/year when available. Walleye were sampled in gill nets below the median level for abundance, but above median size for lakes of this type. The gill net catch rate was well within the normal historic range, but reflected a slight decrease from the gill net catch rate recorded in the 2006 assessment (from 3.6 to 2.5 fish/set). The average size of WAE sampled in 2008 was 17.5 inches and 2.2 pounds. Approximately 25 percent of all WAE captured measured 20.0 inches or longer. No Muskellunge were captured during this assessment. Northern Pike (NOP) were sampled above the median level for abundance, but below median levels for mean weight in gill nets. The catch rate for NOP in gill nets lies within the normal historic range for this lake. The average size of NOP captured was approximately 19.2 inches and 1.55 pounds. Yellow Perch were sampled in the second highest abundance ever recorded in gill nets for this lake, but down slightly from the catch rate observed in 2006. The average size of YEP sampled was 7.15 inches and 0.17 pounds. Approximately 17 percent of all YEP sampled measured between 8.0 inches in length or larger. Black crappie were sampled above the median level for abundance in both gear types with the average size of fish sampled being 7.6 inches and 0.24 pounds.

White Bear Lake is a mesotrophic lake in lake class 22. Surface acreage is 2,427 acres with 1,314 acres being littoral (54.4%) and the lake has a maximum depth of 83 feet. The primary management species in White Bear Lake are Walleyes and Muskellunge. A standard survey was conducted with gillnets and trap nets, and night time electrofishing to assess the fish population of White Bear Lake in 2016.

\nWalleyes were sampled at a catch rate of 2.17 fish per net in the gill nets, below the first quartile for abundance in class 22 lakes. This is a slight decrease from the 2.5 Walleyes per gillnet seen in the 2014 survey. Walleyes sampled in this survey ranged from 10 to 25 inches in length, and the average Walleyes was 17 inches in length. 69% of Walleyes sampled in this survey were greater than 15 inches in length, and 13% were greater than 20 inches in length. There were 9 year classes present ranging from 1 to 14, and the majority of fish sampled were between age-3 and age-6.

\nNorthern Pike catch rate was 10.58 fish per gillnet, above average for class 22 lakes and an increase from the 7.17 pike per gill net sampled in 2014. The average Northern Pike sampled was 20.26 inches in length and pike up to 30 inches were sampled. Over 37% of sampled pike were greater than 21 inches in length and 3% were greater than 28 inches.

\nYellow Perch catch rate was 3.58 fish per gill net in 2016, below average for class 22 lakes and a decrease from the 11.83 perch per gill net sampled in 2014. The average Yellow Perch sampled was 7.26 inches long and 33% of sampled perch were greater than 8 inches in length.

\nNight time electrofishing was conducted on June 7, 2016 to assess the Largemouth Bass and Smallmouth Bass populations. Largemouth Bass catch rate was 26 bass per hour of on-time, indicative of low to moderate abundance for East Metro area lakes. The average size Largemouth Bass sampled was 10.96 inches in length, 20% of sampled bass were greater than 12 inches in length and no sampled Largemouth Bass were over 16 inches. Four Smallmouth Bass were sampled during night-time electrofishing, including an individual that was 19 inches in length. One Muskellunge was sampled during this survey by night time electrofishing, it was 46 inches in length.

\nBluegill catch rate was 27.50 fish per trap net, above avaerage for class 22 lakes, and a slight decrease from the 33.67 per trap net sampled in 2014. The average Bluegill sampled in 2016 was 5.66 inches in length, 50% of sampled bluegills were greater than 6 inches in length and 7% were greater than 7 inches.

\nBlack Crappie catch rate was 1.17 fish per trap net, above avaerage for class 22 lakes and a decrease from the 3.33 fish per trap net observed in 2014. The average Black Crappie sampled in trap nets in 2016 was 6.08 inches in length, 55% of sampled crappie were over 8 inches in length and no sampled fish were over 10 inches.

\n2018 was the second year of a mark-recapture population assessment for Muskellunge on White Bear Lake. Between May 7th and 17th ten to twelve trap nets with a mixture of standard and extended leads were set and run daily in White Bear Lake to assess the Muskellunge population. A Muskellunge 30\" or longer is considered an adult.
\n
\nThirty-one adult Muskellunge were sampled and marked in 2017, and 23 were sampled in 2018 including 1 recapture. The largest Muskellunge sampled in 2017 was 51 inches long and in 2018 the largest was 48.8 inches. White Bear Lake is estimated to contain an adult Muskellunge population of 383 individuals, although this estimate is likely biased due to the recapture of only one fish during the sampling period. Another factor that may have impacted the catch rates was the ice-out dates during the two surveys, 2017 was much earlier than average (March 23rd) while 2018 was a record late ice-out on May 4th. Nonetheless, the population of Muskellunge in White Bear Lake appears to be doing quite well, with 44 of the 63 fish sampled exceeding 40 inches in length.

A targeted survey of the nearshore fish community on White Bear Lake was conducted on July 16, 2018 by Fisheries Lake IBI program staff. Sampling stations were evenly spaced around the lake and each was sampled by backpack electrofishing and seining with a 50-foot beach seine, where possible. Backpack electrofishing was completed at all 24 stations with two sites sampled from the boat. Soft sediments with abundant emergent vegetation in deep water prevented the use of seines at four sampling sites. Nearshore sampling captured 20 native species of fish with Bluntnose Minnow, Bluegill, Spottail Shiner, and Blacknose Shiner most commonly sampled.

\nData from this targeted nearshore survey is combined with data from a standard gill and trap netting survey to calculate a Fish-based Index of Biologic Integrity (FIBI) score that describes the overall health of the lake. The FIBI uses fish community data to measure a lake's health, and the types of fish species present can help identify any stressors that may be negatively affecting the lake environment. In Minnesota lakes, certain fish species cannot survive without clean water and a healthy habitat (e.g. Blackchin Shiner, Banded Killifish, and Iowa Darter), while other species are tolerant of degraded conditions (e.g. Green Sunfish). The FIBI score, composed of several fish community diversity and composition metrics, indicates the overall health of a lake by comparing it to what is expected for a healthy lake. The FIBI score for White Bear Lake based on this survey is slightly below the impairment threshold for aquatic life use determined for similar lakes, indicating that water quality and habitat conditions may be degraded. Possible contributors to habitat and water quality degradation include land use practices and development in the watershed and around the lakeshore. Data from this survey will contribute biological information about the health of the fish community to the Mississippi River Watershed assessment process in coordination with MN Pollution Control Agency. White Bear Lake is a 2,427 acre lake located in Ramsey and Washington Counties with a maximum depth of 83 feet. The Secchi disk depth was 21 feet in 2020, one of the deepest ever recorded during a fisheries survey, indicating very clear water that can be directly related to the introduction of zebra mussels (first discovered in 2015). The primary management species in White Bear Lake are Walleyes and Muskellunge. The current Walleye stocking rate varies between 0.65 and 1.0 lbs./littoral-acre annually (854 pounds and 1,314 pounds respectively). The two stocking rates are an effort to evaluate the effects of fingerling stocking density on year class strength. The Muskellunge stocking rate is 1.0 fish/littoral-acre annually, and can take yearling and adult Muskies when available. Supplemental stocking of Muskellunge has occurred under permit by local sportsman clubs. All Muskellunge stocked in White Bear Lake from 1990 to present have been the Leech Lake strain, making it a popular Muskellunge fishery due to the water clarity and the quality size of fish. White Bear Lake is also one of only a few inland lakes in the St. Paul/Minneapolis area with a naturally reproducing population of Smallmouth Bass. Due to the recent increases in water clarity, it is anticipated that the Smallmouth Bass population will see an increase in size and numbers as water clarity increases due to the presence of zebra mussels.

\nWalleye were sampled at a rate of 1.0 per gill net, one of the lowest ever recorded for White Bear Lake dating back to 1954 and may be related to the increased water clarity. The Walleye ranged in size from 14 to 22 inches long with an 18 inch average size. Otoliths were collected from these fish for aging and revealed five age classes from two to seven years old. Northern Pike were sampled in average numbers (6.4 per gill net) and were generally smaller fish, with an average size of 19 inches long and only one fish exceeding 30 inches. Beginning in 2018, the new Northern Pike zone management regulations went into effect. White Bear Lake is in the North-Central Zone which allows a harvest of 10 fish, with two fish allowed over 26 inches in length and a protected slot between 22 and 26 inches. The pike sampled in this survey mostly fell below the protected slot limit, almost 90% of the fish are under 22 inches long. Increased angler harvest of these smaller fish could help shift the size structure toward larger fish in White Bear Lake. Yellow Perch numbers were very low in 2020 (0.92 fish per gill net) which is similar to the 2018 and 2016 survey and may be indicative of a changing population in White Bear Lake. Eleven Yellow Perch were sampled in the gill nets with and average size of 6.4 inches and a range of 5.7 to 8.4 inches. Bluegill were sampled in normal abundance and Black Crappie were found in above average numbers with the largest Bluegill measuring 7.8 inches and the largest Crappie 12.4 inches. Populations of these two fish are better assessed using trap nets in the spring time or late fall, when larger individuals are more vulnerable to capture, rather than mid-summer when this survey was conducted. Pumpkinseed Sunfish were sampled in high numbers during this survey with 6.8/gill net. The average size was 5.7 inches long with a range of 3.6 to 11.3 inches. Hybrid Sunfish were also abundant with 3.2/gillnet with some over 8 inches. Although often overlooked, Rock Bass can be found in good numbers in White Bear

\nWalleye were sampled by gill nets at a rate of 0.7 fish per net. This is well below the 25th percentile for the lake class and the lowest rate ever sampled however, catch rates have long been low, only once exceeding the 25th percentile for the lake class after the 1999 survey. Four fish per net is the mid-range management goat and correlates to 25th percentile for the lake class. It is far from being met but, again, has only been exceeded once in the previous 10 surveys. Mean size exceeded the 75th percentile for the lake class and was the largest recent history with an average length of 19.7 inches. Sizes ranged from 15.2 to 24.5 inches. Ages of these fish were relatively evenly distributed from 3 to 8 years old.

\nNorthern Pike were sampled at a rate of 10.2 fish per gill net. This exceeds the 75th percentile for the lake class and is high but not untypical relative to historical catches. Mean size exceeded the lake class mean and was the largest in modern history with an average length of 21.6 inches. Lengths ranged from 13.7 to 31.3 inches with 5% of fish over 30 inches.

\nYellow Perch were sampled at a rate of 1.7 fish per gill net. This is well below the 25th percentile for the lake class but typical relative to recent surveys. Yellow Perch catch rates have always been below the lake class mean. Mean size was also small, equal to the 25th percentile for the lake class, with and average length of 6.4 inches.

\nLargemouth Bass were sampled by electrofishing at a rate of 26 fish per hour. This is equal to the previous survey and typical relative to the lakes history. Fish sizes were relatively evenly distributed from 4 to 18.5 inches with a mean length of 11.7 inches. Largemouth Bass were also well represented with a similar size distribution in the gill net catch.

\nSmallmouth Bass have been consistently sampled in low numbers in previous surveys and this one was no different. Three Smallmouth Bass were sampled between electrofishing and gill nets from 12 to 15 inches. While other game fish species were sampled, summer gill netting does not produce data that is reliable for making inferences as to their abundance or size structure. Other species sampled were: Black Bullhead, Brown Bullhead, Green Sunfish, Hybrid Sunfish, Pumpkinseed, Rock Bass, and Yellow Bullhead.

White Bear Lake is primarily managed for walleye (WAE) and muskellunge (MUE). Walleye stocking rates were changed to 2.0 pounds/littoral-acre annually (2,628.0 lbs) in 2006. Muskellunge stocking has consisted of stocking yearlings and adults at a rate of up to 1 fish/littoral acre/year (1,314 fish) when available. This spring assessment was conducted on White Bear Lake to collect information on the current status of the Muskellunge population. The catch rate for MUE in the 2009 Spring assessment was the second highest ever recorded in this lake since the stocking of the Leech Lake strain began in 1990, and is comparable to that observed on non-stocked native MUE waters in Minnesota. The average size of MUE sampled was 41.21\" in length and 15.13 pounds. Captured MUE ranged in size from 29.41\" to 47.99\" long. Approximately 55 percent of all MUE captured measured 40.0 inches in length or more. The overall growth rate for MUE in this lake appears to be good. At age 6, lengths for male MUE averaged 34.5\" and females averaged 41.0\". Over three-fourths of the MUE sampled were from the 2001 year-class (8 years old). This is an indication that the majority of the adult MUE population is younger fish and that it is a developing fishery. All MUE captured during this assessment were implanted with an individually numbered tag for future identification. This lake has become a popular local MUE fishery due to the water clarity and the quality size of fish present in the population.

The primary management species in White Bear Lake are Walleyes and Muskellunge. The current Walleye stocking rate varies between 0.65 and 1.0 lbs./littoral-acre annually (854 pounds and 1,314 pounds respectively). The two stocking rates are an effort to evaluate the effects of fingerling stocking density on year class strength. The Muskellunge stocking rate is 1.0 fish/littoral-acre annually, when available. Supplemental stocking of Muskellunge has occurred under permit by local sportsman clubs. All Muskellunge stocked in White Bear Lake from 1990 to present have been the Leech Lake strain. This lake has become a popular Muskellunge fishery due to the water clarity and the quality size of fish present in the population. In 2018 three surveys were conducted on White Bear Lake, a spring Muskellunge assessment using trap nets, a standard survey in July using gill nets and trap nets, and an index of biotic integrity was conducted in August. Separate reports are available for each of these surveys.
\n
\nThe dissolved oxygen profile of White Bear Lake was notable in 2018 due to the depth of sufficient oxygen for fish. There was 5.6ppm of dissolved oxygen present at 45 feet of depth, the limit of the oxygen meter cable. In nearly all previous surveys on White Bear Lake the oxygen dropped below 3.0ppm at 30 feet of depth of less. Finding higher amounts of oxygen deeper in the lake opens up a much larger volume of water for fish to inhabit during the summer survey, possibly affecting the catch rates in our standard gill nets. The Secchi disk depth was 21 feet in 2018, the deepest ever recorded during a fisheries survey. This indicates very clear water in White Bear Lake, which can be directly related to the introduction of zebra mussels which filter the water. This trend of deeper oxygen and higher water clarity will continue to be monitored during future surveys to determine if this is a new normal for White Bear Lake.
\n
\nWalleye were sampled at a rate of 0.92 per gill net, the lowest ever recorded for White Bear Lake dating back to 1954 and may be related to the increased water clarity and oxygen depth in the lake. The Walleye ranged in size from 16 to 24 inches long with an 18.5 inch average size. Otoliths were collected from these fish for aging and revealed five age classes from three to eight years old.
\nNorthern Pike were sampled in average numbers (7.42 per gill net) and were generally smaller fish, with an average size of 18.6 inches long and only one fish exceeding 30 inches. Beginning in 2018 the new Northern Pike zone management regulations went into effect. White Bear Lake is in the North-Central Zone which allows a harvest of 10 fish, with two fish allowed over 26 inches in length and a protected slot between 22 and 26 inches. The pike sampled in this survey mostly fell below the protected slot limit, with nearly 80% of the fish under 22 inches long. Increased angler harvest of these smaller fish could help shift the size structure toward larger fish in White Bear Lake.
\n
\nYellow Perch numbers were very low in 2018 (0.33 fish per gill net) which is similar to the 2016 survey and may be indicative of a changing population in White Bear Lake. The three fish sampled were aged and found to be 4, 7 and 9 years old.
\n
\nBluegill and Black Crappie were both sampled in normal abundance and didn't have many large fish present. The largest Bluegill measured 8.6 inches and the largest crappie was 10.6 inches. Populations of these two fish are better assessed using trap nets in the spring time, when larger individuals are more vulnerable to capture, rather than mid-summer.
\n
\nOther species of note in White Bear Lake included three dogfish (Bowfin) between 19 and 26 inches long, two Smallmouth Bass and 12 Rock Bass. During the nearshore IBI sampling, numerous Smallmouth Bass fingerlings were observed and may indicate that this species is becoming more numerous in the lake as the water clarity increases.

White sucker, carp, black bullhead, brown bullhead, yellow perch, green sunfish, rock bass, and black crappie were found at below local median levels. Bowfin, pumpkinseed, and hybrid sunfish were at near local medians; and yellow bullhead, northern pike, walleye and bluegill were found at above local median levels. Muskellunge, stocked in 1975, were not sampled in either the 1979 or 1984 nettings. Predation by northern pike and competition with other predators are probable causes of the poor survival. Only 2% of the total northern pike catch was 25 inches or larger. Previous surveys, going back to 1969, have had similar northern pike gillnet catches. Walleyes were sampled in moderate numbers (4.3/net) and had an average length of 16.0 inches, with fish measured up to 25.9 inches. Largemouth bass were abundant with an average length of 11 inches and fish measured up to 18.9 inches. Smallmouth bass were sampled in low numbers; however, size structure of the population was good, with fish measured up to 21 inches. One hybrid and two pure strain muskellunge were sampled during the survey. The hybrid muskellunge was 28.3 inches, while the pure strain muskies measured 32.9 and 34.7 inches. Bluegill catches were high, but were small in size with the majority of the catch between 5.0 - 5.5 inches. Less than 4% of the bluegills sampled were 7.0 inches or larger. Pumpkinseed catches were low, with fish measured up to 8.7 inches. Black crappie catches were low, with fish measured up to 11.4 inches. Yellow perch were sampled in low numbers, and average length was small (6.0 inches). Yellow, black, and brown bullheads were sampled in White Bear Lake, with yellow bullheads being the most abundant. All species of bullheads were large in size, with an average length near 11.0 inches. The following species were sampled in low numbers, rock bass, hybrid sunfish, green sunfish, white sucker, bowfin, and carp.

Sixty percent of the northern pike catch was age II. The walleye catch was 4 times the local median - the highest recorded for this lake. Seventy percent of the walleye catch were age III - probably a result of the 1986 fingerling stocking. Walleye growth was above average. The largemouth bass catch was near the local median. None were large and growth was slow. No smallmouth were captured or observed, but are occasionally taken by anglers. Bluegills were abundant; PSD = 34, RSD (7\") = 2. Black crappie and yellow perch were present but not abundant. Other species present were white sucker, black and yellow bullheads, rock bass, hybrid sunfish, green sunfish and pumpkinseed. White bass were also sampled for the first time in this lake, probably the result of an angler introduction.

It is primarily a bass-panfish-northern pike lake but there is room in the open water areas for walleyes with no detriment to the bass population. There was present, at the time of the survey, good populations of largemouth bass and walleyes. All other species were present in fewer numbers than should be expected. Northern pike are very scarce and face even further depletion if more spawning area cannot be made available. This seems to be the critical limiting factor for northerns in this lake. The crappie and bluegill populations are low also, but the habitat is well suited to these species and they should make a comeback on their own.

Walleye (WAE) and Muskellunge (MUE). Walleye stocking at the time of this assessment has been the statewide standard of 1.0 pounds/littoral acre annually (1,314.0 lbs). Muskellunge stocking has consisted of stocking yearlings at a rate of up to 1 fish/littoral acre/year when available. Walleye were sampled in below average numbers, but above average size for lakes of this type. The gill net catch rate was about half of that observed during the last two fisheries assessments. The average size of gill net sampled WAE 18.0 inches and 2.26 pounds. Approximately 20 percent of all WAE captured measured 20.0 inches or longer. Growth rates for WAE are good with the average fish reaching 16.0 inches by age IV. Muskellunge were sampled within normal ranges for abundance, but averaged on 27.0 inches long and 4.0 pounds. Quality size fish, over 40.0\" in length, are present in the population. Muskellunge growth rates are good with the average fish attaining 40.0 inches before age VII. Northern Pike (NOP) were sampled above median levels for gill net abundance, but at a catch rate about half of that observed in 1999. The average size of NOP sampled was 19.0 inches and 1.45 pounds. Only about 7% of sampled NOP measured 25.0 inches or larger. Growth rates for NOP were average through age VI. Yellow Perch (YEP) were sampled at the highest abundance ever recorded in gill nets for this lake. This increased abundance correlates with the decreased gill net catch rates for WAE and NOP. The average size of YEP sampled was 6.95 inches and 0.16 pounds.Bluegill (BLG) catch abundance showed no significant change from that observed in 1999, however, the size structure of the BLG population has shown some improvement since then. The mean size of BLG sampled was 5.2 inches and 0.11 pounds. Approximately 34% of the BLG sampled measured 6 inches or longer, and 9.4% measured 7.0 inches or more. Bluegill growth rate was found to be below average. Although less abundant in the trap net catch, Pumpkinseed Sunfish exhibited a similar average size structure to that of Bluegill. Black Crappie (BLC) were sampled in above median levels for abundance. The average BLC captured was 7.7 inches and 0.23 pounds. Approximately 2% of all BLC sampled measured 10.0 inches or longer. Growth rate for BLC is average. Rock Bass were sampled above median levels for abundance while averaging 6.4 inches long and 0.27 pounds. Very few Largemouth and Smallmouth Bass were captured during this assessment. This likely reflects the difficulty of sampling these species in clear water lakes and not the relative abundance of their populations.

managed for Walleye (WAE) and Muskellunge (MUE). Walleye stocking prior to this assessment has been the statewide standard of 1.0 pounds/littoral-acre annually (1,314.0 lbs). Muskellunge stocking has consisted of stocking yearlings and adults at a rate of up to 1 fish/littoral acre/year when available. Walleye were gill net sampled in below median numbers but above median size for lakes of this type. The WAE catch rate for gill nets reflected a significant increase from the 2004 assessment (from 2.0 to 3.6 fish/set). The average size of WAE sampled in 2006 was 16.9 inches and 1.95 pounds. Over 25 percent of all WAE captured measured 20.0 inches or longer. No Muskellunge were captured during this assessment. Northern Pike (NOP) were sampled at the lowest level for abundance in gill nets since 1954 and catch rates have exhibited a steady decline since 1999. The average size of captured fish was approximately 19.5 inches and 1.6 pounds. Only about 11 percent of sampled NOP measured 25.0 inches or larger. Yellow Perch (YEP) were sampled in the highest abundance ever recorded in gill nets for this lake and up significantly from catch rates observed in 2004 (from 9.8 to 15.2 fish/set). This increase in YEP numbers correlates with the decrease in catch rates for NOP since 1999. The average size of YEP sampled was 6.86 inches and 0.15 pounds. Approximately 12 percent of all YEP sampled measured between 8.0 and 9.65 inches in length.

Twenty-four sampling sites were evenly spaced around the lake and each was sampled by backpack electrofishing and seining with a 15-foot or 50-foot seine, where possible. Backpack electrofishing was completed at all 24 sites with one sites sampled from the boat. A 50-foot seine was used to sample 17 sites, a 15-foot seine at 4 sites, and site conditions prevented seining at three sites. Nearshore sampling captured 21 native species of fish including seven species that are intolerant of disturbance (Banded Killifish, Blackchin Shiner, Blacknose Shiner, Iowa Darter, Least Darter, Rock Bass, and Smallmouth Bass) and one species that is tolerant of disturbance (Green Sunfish).

\nA summer trap net survey was conducted in conjunction with the targeted survey of the nearshore fish community. Bluegill (75%) and Pumpkinseed (15%) were the most dominant species by numbers in the trap nets, but they only comprise 38% and 12% of the biomass, respectively. The biomass proportions are influenced by the presence of one large top carnivore, Muskellunge, accounting for 22% of all trap net biomass. Of the 320 Bluegills sampled, 39% were between 5 and 7 inches, 8% were over 7 inches and none of the Bluegills sampled were over 8 inches.
\n
\nThe targeted survey of the nearshore fish community data were combined with the concurrently sampled summer trap net survey and gill net data from a July 2018 standard survey to describe the fish community and provide a Fish-based Index of Biological Integrity (FIBI) score. The FIBI uses fish community data to measure a lake's health, and the types of fish species present can help identify any stressors that may be negatively affecting the lake environment. The FIBI score, composed of several fish community diversity and composition metrics, indicates the overall health of a lake by comparing it to what is expected for a healthy lake. The FIBI score for White Bear Lake from this survey is well above an impairment threshold for aquatic life use determined for similar lakes. \nData from this survey will contribute biological information about the health of the fish community to the Mississippi River - Twin Cities Watershed assessment of surface waters process completed in coordination with MN Pollution Control Agency.
White Bear Lake is a mesotrophic, class 22 lake located in Ramsey and Washington Counties. The Lake has a maximum depth of 83 feet and is 2,427 acres in surface area, with 1,314 littoral acres (54.4%). The primary management species are Walleye and Muskellunge, and the secondary management species are Largemouth Bass and Black Crappie. Since 2017 Walleye fingerlings have been stocked at variable rates of 1.0 pound per littoral acre (1,314 pounds) or 0.65 pounds per littoral acre (854 pounds) to assess the effect of stocking rate on Walleye year class strength. Muskellunge are stocked at rate of 1.0 fish per littoral acre (1,314 fish), when available. Supplemental stocking of Muskellunge has occurred under permit by local sportsman clubs. All Muskellunge stocked in White Bear Lake since 1990 have been the Leech Lake strain. Muskellunge population estimates are produced using 2-year mark and recapture surveys that occur every 8 years using Spring trap netting. The next mark and recapture survey for Muskellunge is scheduled to occur in 2028 and 2029. Gill net surveys to monitor Walleye, Northern Pike, and Yellow Perch occur every two years, and this report details the most recent gill net survey conducted in July of 2024. The previous gill net survey occurred in 2022.

\nWalleyes were sampled using gill nets at a rate of 1.5 fish per net. This catch rate is low, but not unusual for White Bear Lake. The mid-range management goal is to maintain a catch rate of 4 Walleyes per net. Within the last 25 years, this goal has only been met in 1999 and 2012. Although slightly lower than the previous gill net survey, average size was relatively large at 18.4 inches in length. Walleye lengths ranged from 5.4 to 21.6 inches, and most fish were 4-6 years old.

\nNorthern Pike were sampled at a rate of 11.6 fish per gill net. This catch rate is the highest catch rate since 1999. Size was above average for the lake class with a mean length of 22.5 inches in. This is the largest average length for White Bear Lake in recent history. Northern Pike ranged from 15.6 to 32.4 inches in length, and about 3% of fish were 30 inches or longer.

\nYellow Perch were sampled at a rate of 1.2 fish per gill net. This catch rate is relatively low, but not uncommon for surveys in the last decade on White Bear Lake. Even in years of higher catch rates, White Bear Lake has never exceeded the average Yellow Perch catch rate for the lake class. Average size was just 6.5 inches in length. Fish ranged from 6 to 7.1 inches in length.

\nLargemouth Bass, Bluegill, and Black Crappie were also sampled in gill nets; however, summer gill nets typically do not produce reliable data to evaluate these populations. Of the 11 Largemouth Bass sampled, none were of notable size. Other fish species were sampled including Rock Bass, Brown Bullhead, Yellow Bullhead, Pumpkinseed, and Hybrid Sunfish. Although Smallmouth Bass have previously been sampled in low numbers, none were sampled in this gill net survey.

White Bear Lake is currently managed for walleye and muskellunge. Walleyes are stocked annually, and pure strain and hybrid (tiger) muskellunge have been stocked regularly since 1990. The walleye population is stable, with a net catch (4/net) the same as in 1994. Lengths ranged from 7.5 to 25 inches, with a 17 inch average and most fish between 14 and 19 inches. Pure strain muskellunge were sampled in low numbers, with lengths between 22 and 24 inches. The were all two year old fish. Spring netting conducted in April, 1999 caught muskellunge up to 43 inches, but in low numbers. No tiger muskellunge were sampled. White Bear Lake is popular among muskellunge anglers, who report catching fish up to 50 inches. Northern pike are abundant. Lengths ranged from 10 to 32 inches, with most fish between 15 and 21 inches. Largemouth bass were sampled in moderate numbers, with fish up to 18 inches and 40% over 12 inches. Bluegill are abundant, with lengths up to 8.5 inches and 25% over 6 inches. Black crappie are also abundant with good numbers over 8 inches and some fish up to 11 inches. The yellow perch poipulation has expanded since the last netting. Most perch were between 5.5 and 7.5 inches, but some were up to 10 inches. Pumpkinseed and hybrid sunfish are present in moderate numbers, with average lengths of 4.5 and 6 inches, respectively. Smallmouth bass are present in low numbers, with fish up to 13.5 inches. Moderate numbers of rock bass were sampled. One sauger was also sampled - for the first time in White Bear Lake. Yellow, black, and brown bullheads were sampled, with yellow most abundant.

In general, Muskellunge stocking has consisted of stocking yearlings and adults at a rate of up to 1 fish/littoral acre/year when available. Supplemental stocking of MUE has occurred under permit by local sportsman clubs. Walleye were sampled in gill nets below the median level for abundance, but above median size for lakes of this type. The gill net catch rate was well within the normal historic range, but reflected a slight decrease from the gill net catch rate recorded in the 2008 assessment (from 2.5 to 1.83 fish/set). The average size of WAE sampled in 2010 was 16.12 inches and1.88 pounds. Approximately one-third of all WAE captured measured 20.0 inches or longer. No Muskellunge were captured during this assessment. Northern Pike (NOP) were sampled near the median level for abundance and mean weight in gill nets. The catch rate for NOP in gill nets lies within the normal historic range for this lake. The average size of NOP captured was approximately 21.24 inches and 2.06 pounds. Yellow Perch were sampled in the third highest abundance ever recorded in gill nets for this lake, but down slightly from the catch rates observed in 2006 and 2008. The average size of YEP sampled was 7.04 inches and 0.16 pounds. Approximately 17 percent of all YEP sampled measured 8.0 inches in length or larger. Although sampled in relatively low numbers, some quality size Smallmouth Bass and Rock Bass are present in this lake. Black crappie were sampled above the median level for abundance with the average size of fish sampled being 7.52 inches and 0.22 pounds.

In an effort to better understand the size and age structure of Black Crappie, a spring trap net survey was conducted in May 2019. There are no previous spring panfish trap net surveys to compare to.

\nA total of 12 trap net sets sampled 15 Crappies for a catch rate of 1.25 fish per net. Otoliths were extracted from these fish for aging. Lengths of fish ranged from 8.2 to 11.5 inches with a mean of 9.8 inches. Five year classes were present from 2015 to 2011 corresponding to ages of 4 to 8 years old. The one missing age was 7 year olds from 2012. While it is a small sample size, ages and lengths seem to be well distributed with adequate growth to provide a quality fishery.

The primary management species in White Bear Lake are Walleyes and Muskellunge. The current Walleye stocking rate is 1.0 lb/littoral-acre annually. Walleye were captured at low levels of abundance but were above the median level for size. The gill net catch rate of 2.50 fish/set was well within the normal historic range. The average size of Walleyes sampled in 2014 was 17.15 inches in total length and 1.87 pounds. Approximately 13% of all WAE captured were 20 inches or longer. Because of the clear water conditions on White Bear Lake, anglers may have more success targeting Walleye at night or in low-light conditions. Only one Muskellunge was captured during this assessment measuring 34.09 inches and weighing 4.30 pounds. Northern Pike were sampled above the median level for abundance but below the median level for size. The average size pike captured was 20.17 inches and 1.85 pounds. Although Yellow Perch numbers are up from previous surveys, they were sampled below the median level for abundance. The average size of perch captured was 6.64 inches. Black Crappies were sampled above the third level for abundance with an average size of 7.56 inches total length. Bluegills averaged 5.39 inches in total length and were sampled above the median level for abundance.

Muskellunge stocking has consisted of stocking yearlings and adults at a rate of up to 1 fish/littoral acre/year (1,314 fish) when available. Recent distributions have been of marked fingerling and yearling muskellunge that are part of a stocking evaluation. This spring assessment was conducted on White Bear Lake to collect information on the current status of the Muskellunge population. The catch rate for MUE in the 2010 Spring assessment was the second highest ever recorded in this lake since the stocking of the Leech Lake strain began in 1990, but is almost double that observed on non-stocked native MUE waters in Minnesota. The average size of MUE sampled was 39.87\" in length and 16.14 pounds. Captured MUE ranged in size from 10.63\" to 48.27\" long. Approximately 46 percent of all MUE captured measured 40.0 inches in length or more, while 5.1 percent measured at least 48.0 inches n length. The overall growth rate for MUE in this lake appears to be good. At age 6, lengths for male MUE averaged 35.1\" and females averaged 40.25\". All mature adult MUE sampled were from the 2001-2004 year-classes (6-9 years old) with relatively balanced representation of each. This is an indication that the majority of the adult MUE population is younger fish and that it is a developing fishery. All MUE captured during this assessment were implanted with an individually numbered tag for future identification. This lake has become a popular local MUE fishery due to the water clarity and the quality size of fish present in the population.

One pike sampled in 2012 exceeded 30\" in length. No trap nets were set as part of this investigation, so panfish populations were not evaluated. A few smallmouth were sampled as part of this evaluation. The catch of smallmouth was similar to earlier investigations.

The current Walleye stocking rate is 1.0 pound per littoral acre annually (1,314 pounds.) The Muskellunge stocking rate is 1 fish per littoral acre annually, when available. Supplemental stocking of Muskellunge has occurred under permit by local sportsman clubs. All Muskellunge stocked in White Bear Lake from 1990 to present have been the Leech Lake strain. This lake has become a popular local Muskellunge fishery due to the water clarity and the quality size of fish present in the population. White Bear Lake was infested with zebra mussels in 2014 and the impacts on the fishery and water clarity will be closely followed through DNR fisheries standard lake surveys which occur every two years.

\nA targeted survey in Spring using trap nets to assess the Muskellunge population and gather size and age information on Black Crappie was conducted in 2017. A second year of targeted sampling will be completed in 2018 to estimate the population size of Muskellunge in White Bear Lake. The average length of Muskellunge sampled in the 2017 survey was 40.6 inches, with fish up to 51 inches sampled. The 2017 survey was the first survey to sample any fish over 50 inches in length. Muskellunge sampled in this study were marked with an external fin clip and internal, uniquely numbered passive integrated transponder (PIT) tag to allow for tracking of individual growth and estimates of population size to be calculated from future surveys.

\nBlack Crappie were a secondary species targeted during the spring Muskellunge assessment. Spring sampling of crappie yields a greater range of sizes and ages than summer trap netting. Twenty-one Black Crappie were sampled in the 133 net sets resulting in a catch rate of 0.16 fish per net. Ages were determined from otoliths (inner ear bones) and four different year classes were present. The largest year class was from 2011, from which nine of the fish were from.
