\n The majority of the shoreline of Clitherall Lake has been extensively developed. The development consists primarily of homes/cabins and resorts. A DNR owned public water access is located along the south shoreline and a township owned access is located along the north shoreline. Shoal water substrates consist primarily of sand and gravel. Stands of hardstem bulrush are scattered along the north and west shorelines. Emergent aquatic plants such as bulrush provide valuable fish and wildlife habitat, and are critical for maintaining good water quality. They protect shorelines and lake bottoms, and can actually absorb and break down polluting chemicals. Emergent plants provide spawning areas for fish such as Northern Pike, Largemouth Bass, and panfish. They also serve as important nursery areas for all species of fish. Because of their ecological value, emergent plants may not be removed without a DNR permit. To maintain the excellent water quality and angling that this lake has to offer, it is imperative to preserve the quality of the aquatic habitat.
\n A standard survey was conducted to analyze the gamefish populations of Clitherall Lake.
\n Walleye abundance increased from the previous two surveys. Walleyes ranged in length from 9.5 to 22.8 inches with an average length and weight of 14.8 inches and 1.2 pounds. Walleyes attain an average length of 15.5 inches at four years of age.
\n Northern Pike abundance is at a moderate level. Pike ranged in length from 12.5 to 31.7 inches with an average length and weight of 22.1 inches and 2.3 pounds. Pike attain an average length of 25.4 inches at five years of age.
\n A high-density Largemouth Bass population exists. Age and length data indicate that Largemouth Bass reproduction is consistently good. Bass ranged in length from 6.7 to 15.1 inches with an average length and weight of 11.6 inches and 0.9 pounds. Bass attain an average length of 12.0 inches at five years of age.
\n Bluegill abundance is moderate; however, inconsistent reproduction causes fluctuations in abundance and size structure. In this survey, 24% of the Bluegill sample was 7.0 inches or greater in length. Bluegills attain an average length of 7.2 inches at seven years of age.
\n Anglers can maintain the quality of fishing by practicing selective harvest. Selective harvest encourages the release of medium to large size fish while allowing the harvest of more abundant smaller fish for table fare. Releasing the medium to large fish will ensure that the lake will have enough spawning age fish on an annual basis and will provide anglers with more opportunities to catch large fish in the future.
\n Clitherall Lake was listed as infested with zebra mussels in 2021. Aquatic invasive species are threatening Minnesota waters. Aquatic invasive species can potentially harm water quality, water recreation, aquatic habitat, native species, and fish populations. Anglers can help prevent the introduction and spread of invasive species by following watercraft transportation laws.

Northern pike abundance remains low at 1.9 per gill net lift, similar to that found in previous surveys. Average weight of northern pike increased from 2.7 pounds in the 1987 survey to 3.0 pounds. Age data indicate that Pike reproduction is consistent, but limited.
\n Bluegill abundance declined from 130.0 per trap net lift in 1987 to 116.0, but remains four times the area median.
\n Rock bass abundance was extremely high at 33.2 per gill net lift.
\n Largemouth bass abundance remains three times the area median at 3.0 per trap net lift. Largemouth bass reproduction appears excellent as the sample consisted of fish aged II+ through V+.
\n Yellow perch abundance increased from 10.2 per gill net lift in 1987 to 18.6 per net.
\n Walleye abundance was 5.8 per gill net lift, a decline from 7.8 per net in 1987, and the lowest level recorded for this lake. Walleye reproduction has been well documented in the past. Recent fingerling stockings make it difficult to assess reproduction from this test net data. However, the three strongest year classes of walleye observed in this survey were years when the lake was stocked with fingerlings, indicating that fingerling stocking is supplementing the natural walleye population.

\n The northern pike test-net catch rate exceeded the expected range for similar lakes. Age and length data from recent assessments indicate that northern pike reproduction is consistently good. Pike ranged in length from 12.8 to 36.9 inches with an average length and weight of 20.1 inches and 2.1 pounds. Pike reach an average length of 26.0 inches at five years of age.
\n Test-net catch data indicate that a high density largemouth bass population exists in Clitherall Lake. Bass ranged in length from 5.9 to 15.9 inches with an average length and weight of 11.4 inches and 0.8 pounds. Age and length data indicate that largemouth bass reproduction is consistently good. Bass reach an average length of 12.4 inches at five years of age.
\n Data from a spring trapnetting assessment indicate that an abundant black crappie population exists. Size structure is also good with 77% of the sample measuring 10.0 inches or greater in length. Crappies reach an average length of 10.7 inches at six years of age.
\n The bluegill catch rate was within the expected range. Bluegill size structure is also good with 46% of the sample measuring 7.0 inches or greater in length.
\n Anglers can maintain the quality of fishing by practicing selective harvest. Selective harvest encourages the release of medium to large size fish while allowing the harvest of more abundant smaller fish for table fare. Gill net catch rates of walleye, yellow perch, and northern pike were down from the 1981 survey. Walleye gill net catch per lift is above state and local medians. Average size of walleye and northern pike has increased since 1981. Natural reproduction of walleye is evident as the 1984 year-class (a skip year in stocking) was represented in the sample. Additionally, fall electrofishing in 1985, prior to fingerling stocking, yielded 6 young-of-the-year walleye. Natural reproduction may be enhanced with the addition of rock and rubble in areas of marginal spawning habitat.
\n The trap net catch rate of bluegills remained very high.

Data from recent test-netting assessments indicate that walleye natural reproduction is limited in Clitherall Lake and that walleye fingerling stocking on a two out of three year rotation is maintaining the population.\n The northern pike test-net catch rate was within the expected range for similar lakes. Age and length data from recent assessments indicate that northern pike reproduction is consistently good. Pike ranged in length from 15.5 to 33.1 inches with an average length and weight of 23.6 inches and 3.0 pounds.\n Test-net catch data indicate that a high density largemouth bass population exists in Clitherall Lake. Bass ranged in length from 5.4 to 14.5 inches with an average length and weight of 10.4 inches and 0.7 pounds. Age and length data indicate that largemouth bass reproduction is consistently good.\n Data from recent test-netting assessments indicate that the black crappie and bluegill populations are abundant. Test-net catch rates for both species exceeded their respective normal ranges for class 22 lakes. Age and length data indicate that reproduction for both species is consistently good. Forty-nine percent of the black crappie sample in a spring trapnetting assessment was 10.0 inches or greater in length. Thirteen percent of the bluegill sample was 7.0 inches or greater in length. \n In 1998, a smallmouth bass reintroduction plan was initiated. A total of 433 adult smallmouth bass were stocked to develop broodstock. During 1998 and 1999, the DNR and the Clitheral Lake Association completed several cooperative projects designed to improve smallmouth bass habitat. A total of 108 half-log nesting structures were placed in the lake to increase the available spawning habitat. Six off-shore rock reefs were constructed to provide juvenile smallmouth bass feeding and escape cover. A no harvest regulation was also implemented and is still in effect.\n Anglers can maintain the quality of fishing by practicing selective harvest. \n The long term trend has been a decline in Walleye abundance. Walleyes ranged in length from 10.0 to 21.7 inches with an average length and weight of 15.9 inches and 1.5 pounds. Walleyes attain an average length of 15.2 inches at four years of age.
\n Northern Pike abundance is at a moderate level. Age data indicate that the 2013 year class is strong. Pike ranged in length from 18.4 to 31.4 inches with an average length and weight of 23.0 inches and 2.8 pounds. Pike attain an average length of 23.7 inches at four years of age.
\n An abundant Black Crappie population exists. Age data indicate that the 2011 year class is strong and should provide good angling for several years. Size structure is also good with 71% of the sample measuring 10.0 inches or greater in length. Crappies attain an average length of 10.0 inches at five years of age.
\n Bluegills are also very abundant. Twenty-two percent of the Bluegills were 7.0 inches or greater in length. Bluegills attain an average length of 7.2 inches at seven years of age.
\n A high density Largemouth Bass population exists. Age and length data indicate that Largemouth Bass reproduction is consistently good. Bass ranged in length from 6.7 to 15.4 inches with an average length and weight of 11.0 inches and 0.8 pounds. Bass attain an average length of 12.4 inches at five years of age.
\n A Smallmouth Bass re-introduction plan was initiated in 1998. In 1998 and 1999, a total of 433 Smallmouth Bass were stocked into Clitherall Lake. In 1998, a no harvest regulation for Smallmouth Bass was implemented in order to protect Smallmouth Bass while a self-sustaining population was established. One hundred Smallmouth Bass half-log nesting structures were also placed into Clitherall Lake in 1998 and ten more were added in 1999. These structures increased the available spawning habitat and increased spawning success. Six off shore rock reefs were constructed in 1999 to provide juvenile Smallmouth Bass feeding and escape cover. Juvenile and young of the year Smallmouth Bass were observed utilizing the off shore reef habitat. In 2015, the no harvest regulation was amended to a 14.0 to 20.0 inch protected slot length limit with one over 20.0 inches allowed in possession.
\n In 2014, a spring electrofishing assessment was conducted to analyze the Smallmouth Bass population. Data indicated that a moderate density population with a good size structure exists. Smallmouth Bass ranged in length from 7.4 to 19.9 inches with an average length and weight of 14.4 inches and 1.8 pounds. Smallmouth Bass attain an average length of 14.0 inches at four years of age.
\n Anglers can maintain the quality of fishing by practicing selective harvest. Selective harvest encourages the release of medium to large size fish while allowing the harvest of more abundant smaller fish for table fare. Clitherall Lake is a 2,493-acre moderately fertile lake located in south-central Otter Tail County approximately one mile south of Clitherall, MN. Clitherall Lake is connected to Crane Lake by an unnavigable inlet. The immediate watershed is composed primarily of agricultural land interspersed with hardwood woodlots. The maximum depth of Clitherall Lake is 69 feet. Water clarity in this lake is excellent; secchi disk readings have ranged from 9.3 to 16.0 feet. Clitherall Lake is included in lake class 22 of the Minnesota DNR lake classification scheme. A majority of the shoreline of Clitherall Lake has been extensively developed. The 1994 lake resurvey referenced 239 homes/cabins and five resorts. DNR owned public water accesses are located along the north and south shorelines of the lake. The shoal water substrates consist primarily of sand and gravel. Hardstem bulrush stands are scattered along the north and west shorelines. Emergent aquatic plants such as bulrush provide valuable fish and wildlife habitat, and are critical for maintaining good water quality. They protect shorelines and lake bottoms, and can actually absorb and break down polluting chemicals. Emergent plants provide spawning areas for fish such as northern pike, largemouth bass, and panfish. They also serve as important nursery areas for all species of fish. Because of their ecological value, emergent plants may not be removed without a DNR permit. To maintain the excellent water quality and angling that this lake has to offer, it is imperative to preserve the quality of the aquatic habitat. Clitherall Lake can be ecologically classified as a bass-panfish-walleye type of lake and this is reflected in the assemblage of the fish community. Northern pike, largemouth bass, walleye, black crappie, and bluegill are the dominant species in the fish community. The test-net catch rate for northern pike was within the normal range for class 22 lakes. Age and length data indicate that northern pike reproduction is consistently good. Northern pike ranged in length from 10.3 to 31.9 inches with an average length and weight of 22.2 inches and 2.7 pounds. Pike exhibit good growth with an average length of 24.5 inches at four years of age. Test-net catch data indicate that a high-density largemouth bass population exists in Clitherall Lake. Bass ranged in length from 5.3 to 15.4 inches with an average length and weight of 10.5 inches and 0.7 pounds. Age data indicate that largemouth bass reproduction is consistently good. Bass reach an average length of 11.5 inches at four years of age. Data from recent test-netting assessments indicate that the black crappie and bluegill populations are abundant. Age and length data indicate that reproduction for both species is consistently good. Age data also indicate that the 2000 and 2001 year classes of black crappie may be strong which should provide excellent crappie fishing for several years. Fifteen percent of the bluegills were at least seven inches in length. Both species exhibit slow to moderate growth rates. The test-net catch rate for walleye was within the normal range for lake class 27. Walleye ranged in length from 10.0 to 21.8 inches with an average length and weight of 16.1 inches and 1.5 pounds. Data from recent test-netting assessments indicate that walleye natural reproduction is limited in Clitherall Lake and that walleye fingerling stocking on a two out of three year rotation is maintaining the population. Walleye exhibit good growth with an average length of 16.4 inches at five years of age. In 1998, a smallmouth bass reintroduction plan was initiated for Clitherall Lake. A total of 433 adult smallmouth bass were stocked to develop brood stock. Data from recent test-netting assessments indicate that the black crappie and bluegill populations are abundant. The average length and weight for black crappie was 9.1 inches and 0.5 pounds. Twenty-seven percent of the bluegills were at least seven inches in length. Both species exhibit slow to moderate growth rates. The test-net catch rate for walleye increased from the previous three surveys and was near the upper limit of the normal range for lake class 27. The 1996, 1997, and 1998 year classes appear to be strong and should provide consistently good walleye angling for several years. Walleye ranged in length from 10.0 to 21.5 inches with an average length and weight of 16.1 inches and 1.5 pounds. \n Walleye abundance in the 2020 survey was slightly below the historical average. Walleyes ranged in length from 14.3 to 20.8 inches with an average length and weight of 17.6 inches and 1.9 pounds. Walleyes attain an average length of 14.1 inches at four years of age.
\n Northern Pike abundance is at a moderate level. Age data indicate that the 2018 year class is strong. Pike ranged in length from 13.0 to 30.4 inches with an average length and weight of 21.5 inches and 2.3 pounds. Pike attain an average length of 23.3 inches at five years of age.
\n A high density Largemouth Bass population exists. Age and length data indicate that Largemouth Bass reproduction is consistently good. Bass ranged in length from 6.3 to 15.6 inches with an average length and weight of 12.1 inches and 1.0 pounds. Bass attain an average length of 12.1 inches at five years of age.

Emergent aquatic plants such as bulrush provide valuable fish and wildlife habitat, and are critical for maintaining good water quality. They protect shorelines and lake bottoms, and can actually absorb and break down polluting chemicals. Emergent plants provide spawning areas for fish such as northern pike, largemouth bass, and panfish. They also serve as important nursery areas for all species of fish. Because of their ecological value, emergent plants may not be removed without a DNR permit. To maintain the excellent water quality and angling that this lake has to offer, it is imperative to preserve the quality of the aquatic habitat.
\n Clitherall Lake can be ecologically classified as a bass-panfish-walleye type of lake and this is reflected in the assemblage of the fish community. Northern pike, largemouth bass, walleye, black crappie, and bluegill are the dominant gamefish species.
\n Walleye abundance has remained stable in recent surveys. Walleyes ranged in length from 9.5 to 22.5 inches with an average length and weight of 16.4 inches and 1.6 pounds. Walleyes attain an average length of 14.4 inches at four years of age.
\n Northern pike abundance is at a historical high. Age and length data indicate that northern pike reproduction is consistently good. Pike ranged in length from 16.2 to 39.4 inches with an average length and weight of 22.9 inches and 2.7 pounds. Pike attain an average length of 24.5 inches at five years of age.
\n A high density largemouth bass population exists. Bass ranged in length from 5.5 to 15.2 inches with an average length and weight of 11.0 inches and 0.8 pounds. Age and length data indicate that largemouth bass reproduction is consistently good. Bass attain an average length of 12.6 inches at five years of age.
\n Data from a spring trapnetting assessment indicate that an abundant black crappie population exists. Size structure is also good with 85% of the sample measuring 10.0 inches or greater in length. Crappies attain an average length of 11.1 inches at six years of age.
\n Bluegills are also very abundant. Bluegill size structure is good with 30% of the sample measuring 7.0 inches or greater in length. Bluegills attain an average length of 7.5 inches at eight years of age.
\n Anglers can maintain the quality of fishing by practicing selective harvest. Selective harvest encourages the release of medium to large size fish while allowing the harvest of more abundant smaller fish for table fare. Releasing the medium to large fish will ensure that the lake will have enough spawning age fish on an annual basis and will provide anglers with more opportunities to catch large fish in the future.
